Great British Insulation Scheme (GBIS)

The Great British Insulation Scheme, also know as the GBIS Scheme), extends help to those who don’t currently benefit from government support under the ECO scheme to upgrade their home. This new government-funded insulation scheme will help homes across the UK receive home insulation, extending support to those in the least energy efficient homes in the lower Council Tax bands, and targeting the most vulnerable.

What is the Great British Insulation Scheme / GBIS Scheme?

This GBIS insulation scheme will deliver single, low-cost insulation measures rather than multiple measures like ECO4. The Great British Insulation Scheme is targeted at homes with a low energy efficiency rating in lower Council Tax band areas and with EPC ratings of D or below. It will run from April 2023 until March 2026 and is estimated to save UK households around £300-£400 a year on their energy bills. Households are expected to benefit from up to £1,500 of spending on improving energy efficiency measures. This will pay up to 75% of the costs of insulation with households to cover the remaining balance.

Over 3.1 million home improvements have been made through the ECO Scheme since 2013, but with only 42% of homes in England rated EPC C or higher, this insulation scheme is an essential step to help more people benefit.

What does the GBIS Scheme funding cover?

The scheme will predominately roll-out low-cost insulation measures including:

  • Internal wall insulation
  • External wall insulation
  • Cavity wall insulation
  • Loft insulation

Around 80% of the £1 billion funding through the insulation scheme will be available to households with an EPC rating of D or below, and that are in the lower Council Tax bands.

And a fifth of the funding will also be targeted to those who are most vulnerable, including those on means tested benefits or in fuel poverty.

How does the Great British Insulation Scheme / GBIS scheme differ from ECO4?

The Energy Company Obligation (ECO) schemes have delivered 3.5 million energy efficient measures in around 2.4 million homes. Making homes more energy efficient is one of the best ways to cut household energy use, reduce energy bills and create a warm home.

The ECO4 scheme began in early 2022 and though it helps targets those living in homes with low EPC ratings and on eligible benefits, it excludes those living in some of the least energy efficient homes who don’t benefit from any other government support. This is where the Great British Insulation Scheme comes into place, as it will help hundreds of thousands of people to better insulate their homes.
